Under $1500 I'd say NP. Complete cars aren't more then $4-6k for good examples.

Duuude. Provided it runs that's hella-NP.
Judging by the year it's a Mk1 Spitfire 4. That means an 1100cc engine that can be built into an utter screamer. Think 9000rpm on a pushrod 3-bearing crank I4, which is a little bit mental. The same goes for the early small-journal 1300s in the MK2s and Mk3s if it's had one of those swapped into it*. Very successful back in the day, and likely successful today as well if you can find a 1300cc class to race in.
*Later 1300s had the same big end dimensions as the I6s to streamline manufacturing, which meant they're not nearly as stable at high rpm. The later 1500s are worse as they've got a very long stroke as well.

NP - Looks like it needs new seat, belts, and a proper roll cage (that bar is not enough), but it runs.
